This guide is to support local authorities and their partners to develop a service offer for people new to the streets that meets the No Second Night Out standard.
As well as the learning from the London Pilot we have, where relevant, included other examples and resources. It is intended as an interim guide until more learning and resources can be collated. We have tried to cover all elements of developing a single service offer for people that are new to the streets. We do however understand that, in some areas some of this provision will already exist. Therefore it is intended that these areas can use the guide to consider how to fill gaps or restructure existing services to meet the standard, rather than develop a new offer in its entirety.
The guide includes learning, template and sample documents and is structured around the five principles of the Government’s strategy Vision to End Rough Sleeping: No Second Night Out nationwide.
