Measuring homelessness in Europe

We have carried out research on how to improve the measurement of homelessness in the European Union.

Working with University of Dundee and GISS in Germany, the most recent project is called MPHASIS. The project aimed to develop data collection at national and European levels to help tackle homelessness. We examined the major role that collecting information about the homeless clients of service providers can play in homelessness policy and strategy.

Recommendations of the final report from the MPHASIS project included:

  • action by national and local government and other stakeholders to develop national homelessness information monitoring strategies
  • further action and guidance from the European Commission to promote improvements in measuring homelessness
