About Places of Change

The Places of Change Programme is led by the Homes and Communities Agency (HCA). The Programme aims to encourage homelessness agencies to focus on moving service users forward. This includes improving their access to meaningful occupation and training and employment opportunities. The four key elements to a Places of Change project are:

The HCA has provided £80 million of capital funding in the current programme. However, it is possible to become a Place of Change without capital investment.

Helping services become Places of Change is one of the central aims of Homeless Link's regional development work. Our regional managers:

  • act as a gateway to knowledge, resources and influence
  • identify opportunities and resources that can help
  • disseminate existing practice examples
  • encourage agencies to learn from each other.
