About the event

Our vision is an England free of homelessness; a place where, the right help, at the right time, stops homelessness before it begins; no one is left out or lives on our streets, and; anyone who is homeless is supported to take control of their future. 

The first step on the road to achieving our vision is an England free of rough sleepingNo second night out is the standard by which we will judge whether we have ended rough sleeping. In its strategy: Vision for ending rough sleeping: No Second Night Out, the Government has called on every local authority to adopt the No Second Night Out Standard; to ensure that that there is a quick and effective response from services in any area to help an individual off of the streets, should someone find themselves sleeping rough.

This event shared expertise in what approaches have worked so far and explored the role that each Local Authority and each homelessness charity can play in ending rough sleeping locally. There were two equal strands to the day, running through the programme:

  • the measures that can be put in place to prevent rough sleeping
  • the work that can be done to support those who are sleeping rough away from the streets, stopping it becoming their home.

  • No one new to the streets should spend a second night out
  • No one should make their home on the streets
  • No one should return to the streets once they have been helped off of them
  • Ultimately no one should arrive on the streets.

No Second Night Out involves the whole community working together to identify people who are sleeping rough and ensuring they can quickly access a place of safety, where their needs can be assessed and they can get the right advice. It stresses the importance of access to emergency accommodation and other services, including healthcare, should they be needed. It also encourages services to reconnect an individual back to their local community, where they will be able to access housing, recovery services and support from family and friends.  All of these themes were explored in more detail during the day.

This could happen anywhere

During these challenging economic times more people, in more areas, are living on the margins, vulnerable to rough sleeping. This isn’t just an issue confined to our cities, all parts of the country are home to individuals who are at risk. To prevent this issue from worsening, we need there to be preventative measures and response plans in place across the UK, should someone end up on the streets. And we need services to ensure that no-one is turned away, when they need them most.

Drawing on an understanding of what works, this event shared solutions that can be tailored to your local needs, enabling all communities to tackle and prevent rough sleeping.
