Spring Housing's Charter and Guidance on Exempt Accommodation

There are growing numbers of landlords wishing to offer non-commissioned exempt accommodation to people experiencing homelessness across the country. In 2019, Birmingham City Council asked Spring Housing Association to develop a Charter of Rights around the use of such accommodation. This was co-produced with people who would be, or had been, living in exempt-accommodation.

An accompanying guide has been written to help landlords and providers of non-commissioned exempt accommodation utilise and implement the Charter of Rights within their organisations. The Charter and guidance are underpinned by values and principles as well as policy and procedure.
