Young people aged 16-25. Must have a local connection to York. 21 to 25 must have a specific vulnerability as to why adult service may not be appropriate. Can accept people with dogs.

Howe Hill is Tier 1 within young persons accommodation pathway, assistance and advice are given and all young people are required to engage with the service to secure more permanent accommodation.
