Crisis and the National Police Chiefs Council produced guidance in 2021 for local authorities, police forces and voluntary sector services on practical ways to respond to rough sleeping and begging with a focus on alternatives to enforcement. Homeless Link produced a Briefing in 2016 following requests for examples of local partnership approaches to begging and responses that prioritise support over enforcement.
